European countries, control of public transport is completely centralised in Ireland. Local authorities have no power over public

Fingal County Council is taking enforcement action in relation to the lack of planning permission for Howth Junction Dart station. I'm pushing this because of the blocking of disabled access from the station to Fás and Baldoyle Industrial Estate. |

I am proposing that a light rail link be built serve the planned new
residential areas between Baldoyle and Clonshaugh. Between them Dublin City Council
and Fingal County Council have zoned land for housing for a population
of approximately 40,000 people. Part of this is a new Dart Station to
the east of the zoned area, just north of Baldoyle.

The engineers from the two Councils are now proposing that the
distributor road which will give access to the housing area should also
act as a long-distance access road duplicating the M50 motorway from
Baldoyle to Blanchardstown. The Council engineers propose that in the
middle of an area zoned for housing two flyover junctions are
constructed. This proposal would have disastrous implications for the
residents in the area. The lack of quality public transport for this
high-density development would ensure that all the neighbouring areas
of the Northside would be flooded with traffic. |

Following correspondence earlier in the year on road design and "cycle facilities" I realised that the lack of proper training for roads engineers must be a significant part of the problem. So I wrote to "Engineers Ireland." I'm sending the second reminder today. I wasn't originally going to put this online, but as it's waited a few months for a reply I'm putting it up, partly in the hope that individual engineers might take this up with their professional organisation. |

I have commented on a road proposal in Dublin 15 because of the proposed use of multiple roundabouts which severely impact on the safety of pedestrians, (especially the mobility impaired and visually impaired) cyclists and motorcyclists. |

City Council draft design puts Northside cyclists at risk |

Dublin City Council has produced a design for the QBC from Amiens St., through Fairview and out along Malahide Rd. The design involves cycle lanes of sub-standard width placed often where cyclists would be at risk from doors being opened by parked cars. At junctions, it leads cyclists into increased danger by putting them to the left of left-turning traffic. At other locations, it attempts to squeeze buses past cyclists where there simply isn't room on the carriageway.
I have made a submission to the City Council; see below. The deadline for submissions is 16th June. |

Iarnród Éireann block access to train station! |

Iarnród Éireann have spent a fortune on building a new station at Howth Junction. Incredibly the new station is now harder to use than the previous station. The former access to Baldoyle Industrial Estate has been blocked off. You now have to go out of the station and back over the same bridge on the other side of an internal wall within the bridge. What was previously simply walking out of the station now involves going up one flight of stairs, down two flights of stairs, up two flights of stairs and down one flight of stairs. There is no lift alternative for the last up and down, making it inaccessible for many passengers.
I am challenging them on this and have also listed it for the next Area Committee meeting of the Council (18th May at 3pm in Baldoyle Library). My email to IÉ is below. |

The following motion which I submitted was voted down at the monthly Council meeting.
"That all new residential areas be designed as 30km/hr zones and have a 30km/hr designation and, if it is necessary to give effect to this for all future planning permissions, that the appropriate Variation to the Development Plan be put on public display, and that the report which the Manager undertook to bring to the September 2005 meeting of the Council in relation to designating 30km/hr zones be brought to the Council without delay." |

Following the informal meeting on 23rd November (notes here), a special formal meeting of the Area Cttee has been called to be held at the Council offices in Swords on Thursday 19th January. The normal Area Cttee B meeting has been moved to the Wednesday 18th (in Baldoyle Library as always.)
We have been asked to list the issues to be addressed and I have tried to itemise them as follows. I would welcome comments. |

Green Party Councillor David Healy today criticised the new Dart timetable introduced on 11 December. Regular Dart passengers in Bayside, Sutton and Howth have found themselves waiting for up to 40 minutes and are furious with the cuts to the train service in their area.
The new timetable has reduced the number of services between Dublin city centre and Howth in the evening (between 7pm and midnight) from 16 trains to 10. The new timetable also has two gaps of 40 minutes between trains (between 2139 and 2219 and between 2239 and 2320). The timetable remains highly irregular and passenger-unfriendly in what is supposed to be a frequent rapid service.

Following a motion of mine at the Area Committee meeting, Dublin Bus
sent two representatives to the November Meeting of the Area Cttee. to
discuss the bus services around the Howth peninsula.
There was a good discussion, but no firm results. Dublin Bus will
get back to the Councillors in relation to the suggestions made. |

I have made comments to Dublin City Council in relation to their
proposal to increase the speed limit on the Grange Road west of the
railway line and arguing for more 30km/hr zones in residential areas
and near schools in Dublin North-East.
Lower speed limits mean not only a much reduced likelihood of accidents
but also much better survival rates for pedestrians who do get
hit. Over half of pedestrians hit at the current urban speed
limit of 50km/hr are killed. At 30km/hr, your chance of being
killed is below 10%. The letter is below. |

It seems to me that ramps on a hill risk knocking cyclists freewheeling
downhill off their bikes. This is what Fingal is currently doing
at Yellow Walls Road in Malahide, a location used by lots of children
going to school. I'm particularly aware of it because it's part
of my route to Fingal County Council's offices in Swords and while it's
outside my area, I'm concerned because of the risk that someone could
be seriously hurt.
I would be grateful for any feedback on this. Below, I have put copies of correspondence on this subject.

Bad road design in new housing estates in Fingal is putting pedestrians
and cyclists at risk. Most of these roads and streets are being
built by developers, and it seems that the planning system is failing
to ensure that basic design rules for pedestrians and cyclists are
being implemented.
Ironically the greatest risk for cyclists comes from "cycle facilities"
supposedly provided for their benefit. The greatest risk for
pedestrians comes from the roundabouts which are being used everywhere
as well as wide curves (high curve radii) which encourage motorists to
cross pedestrians' path at speed. I have submitted a motion to
the Transport Strategic Policy Committee of the Council and taken some
photographs of some of the ridiculous designs. |
