(<a title=\"http:\/\/www.tsoshop.co.uk\/bookstore.asp?FO=1159966&#038;Action=Book&#038;ProductID=0117020516&#038;From=SearchResults\" href=\"http:\/\/www.tsoshop.co.uk\/bookstore.asp?FO=1159966&#038;Action=Book&#038;ProductID=0117020516&#038;From=SearchResults\">http:\/\/www.tsoshop.co.uk\/bookstore.asp?FO=1159966&amp;Action=Book&amp;ProductID=0117020516&amp;From=SearchResults<\/a>).<br \/>\n&nbsp;Alternatively, I would refer you to Oregon Department of Transportation&rsquo;s<br \/>\nBicyclist Manual 2006 at pages 6 and 7 (<a title=\"http:\/\/www.oregon.gov\/ODOT\/HWY\/BIKEPED\/docs\/bike_manual_06.pdf\" href=\"http:\/\/www.oregon.gov\/ODOT\/HWY\/BIKEPED\/docs\/bike_manual_06.pdf\">http:\/\/www.oregon.gov\/ODOT\/HWY\/BIKEPED\/docs\/bike_manual_06.pdf<\/a><br \/>\n)<\/span><\/p>\n<p><span class=\"contentpane\">If Mr. Deegan has any<br \/>\nsource for his view of safe road use by cyclists, I would be interested to know<br \/>\nof it.) &nbsp;<\/span><\/p>\n<p><span class=\"contentpane\">&nbsp;<\/span><\/p>\n<p><span class=\"contentpane\">This is a very<br \/>\nimportant point.&nbsp; An understanding of the sources of risk for cyclists and of<br \/>\nhow cyclists can use the road to best reduce the risk of collision is essential<br \/>\nif road design is to cater for safe use by cyclists. &nbsp;Nobody should be designing<br \/>\nroads which cyclists use and especially not designing specifically for cyclists<br \/>\nwithout this understanding. &nbsp;Many of the flaws in road design for cyclists in<br \/>\nDublin probably<br \/>\ncome from such basic misunderstanding.<\/span><\/p>\n<p><span class=\"contentpane\">In relation to the<br \/>\nwidth of the lane in question, I went out yesterday to measure the lanes<br \/>\nnorthbound entering the junction on the industrial estate road. &nbsp;From the kerb,<br \/>\nthere is a cycle lane (red tarmac) of 1.10m, then 0.10m broken white line, then<br \/>\n1.7m (black tarmac) to the next lane marking.&nbsp; I have put a photograph of a<br \/>\ntruck using this lane on my website.&nbsp; I did not measure the lane eastbound into<br \/>\nthe junction but it is similar.&nbsp; The reference to 3.25m is mistaken in every<br \/>\nrespect.<\/span><\/p>\n<p><span class=\"contentpane\">In relation to the<br \/>\nwidth of the hard shoulder going up and over the bridge (to be replaced by a<br \/>\nnarrower cycle lane), Mr. Deegan states &ldquo;It is not a traffic<br \/>\nlane; nor was it designed as a cycle lane, although it serves the purpose well<br \/>\nin this instance.&rdquo;&nbsp; Whether it is or is not a traffic lane is possibly a legal<br \/>\nquestion. However, if one checks the design for the bridge which was built in<br \/>\nthe 1990s one will find that the design documents from Dublin Corporation<br \/>\ndescribe this area as &ldquo;hard shoulder\/cycle lane&rdquo;.&nbsp; While there may in law be no<br \/>\nsuch thing as a &ldquo;combined hard shoulder\/cycle lane&rdquo;, it would appear that this<br \/>\nlane was designed as a<br \/>\ncycle lane.&nbsp; As you know, it is used as such.<\/span><\/p>\n<p><span class=\"contentpane\">I would be interested<br \/>\nto know what are the &ldquo;minimum industry standards&rdquo; referred to by Mr. Deegan.<br \/>\n1.5m is not &ldquo;well above&rdquo; the standard in the Irish manual. By the design shown, it is<br \/>\nnot possible for a car or truck to use this lane without travelling in the cycle<br \/>\nlane.&nbsp; This seems to be the case northbound entering the junction on the<br \/>\nindustrial estate road and eastbound entering the junction on grange road.&nbsp; It<br \/>\nseems to me that these could have 3 undesirable<br \/>\neffects<\/span><\/p>\n<p><span class=\"contentpane\">&nbsp;<\/span><\/p>\n<p><span class=\"contentpane\">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; They are<br \/>\nlikely to encourage cyclists to stay left at the junction. &nbsp;In fact, safe<br \/>\ncycling requires that a cyclist travelling straight on should not stay to the<br \/>\nleft of the lane as to do so would risk a car or truck turning left across them.<br \/>\n&nbsp;Safe cyclists will occupy the centre of the straight ahead<br \/>\nlane.<\/span> <\/p>\n<p><span class=\"contentpane\">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; They may<br \/>\nencourage cyclists to travel up on the inside of trucks, which puts cyclists in<br \/>\na particularly dangerous position.<\/span> <\/p>\n<p><span class=\"contentpane\">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; They may<br \/>\nencourage motor vehicles to pass cyclists without moving fully into the adjacent<br \/>\nlane.<\/span> <\/p>\n<p><span class=\"contentpane\">&nbsp;<\/span><\/p>\n<p><span class=\"contentpane\">If there is a good reason<br \/>\nfor this design I would like to hear of it.<\/span><\/p>\n<p><span class=\"contentpane\">&nbsp;<\/span><\/p>\n<p><span class=\"contentpane\">I am also concerned at<br \/>\nthe width of the cycle lane over the bridge. &nbsp;The previous situation was a good<br \/>\nwide hard shoulder.&nbsp; The new situation should not lead to any reduction in<br \/>\nsafety for cyclists. &nbsp;There is a tendency for a motor vehicle user to assume<br \/>\nthat it is safe to pass a cyclist on a cycle lane as long as each road user<br \/>\nremains in their lane. &nbsp;This, of course, is not the case, but it is a<br \/>\nconsequence of cycle lane design. &nbsp;Narrow cycle lanes (especially if associated<br \/>\nwith other narrow lanes and markings such as central hatching) can encourage<br \/>\nmotor vehicle users to pass closer than they would otherwise have done. &nbsp;&nbsp;In<br \/>\nthis case, we are talking about a road with high levels of HGVs, making safe<br \/>\npassing even more important for cyclists&#8217; safety and cyclists&#8217; perceptions of<br \/>\nsafety.
