Mainstreaming Low Carbon Buildings, Zero Carbon Cities"},"content":{"rendered":"<p>My reports on two conferences on sucessive days organised by the <a href=\"http:\/\/www.sustainable.ie\/cultivate\/\" target=\"_self\">Cultivate Centre.<\/a><\/p>\n<p>The first report is in the form of the recommendations I have taken from the discussion as to the successful implementation of energy standards in Local Area Plans.<\/p>\n<div><span class=\"contentpaneopen\"><strong>Seminar on<br \/>\nSustainable Communities and Mainstreaming low-carbon<br \/>\nbuildings,<\/strong> Wood Quay, 23rd<br \/>\nJune.<\/span><\/p>\n<p><span class=\"contentpaneopen\">From discussion at the<br \/>\nseminar, it seems that the planning applications for developments within the<br \/>\nLAPs should contain (at least) two distinct conditions in relation to meeting<br \/>\nthe energy standards. <\/span><span class=\"contentpaneopen\"><br \/><\/span><\/p>\n<ol>\n<li><span class=\"contentpaneopen\">Prior to development condition that<br \/>\na certificate be submitted that the detailed design meets the<br \/>\nstandards<\/span><\/li>\n<li><span class=\"contentpaneopen\">A<br \/>\nrequirement for submission of a certificate of testing of air-tightness and<br \/>\nthermal imaging testing of insulation quality at the earliest appropriate stage<br \/>\nof construction, certifying that the work has been done to the levels required<br \/>\nby the detailed design. &nbsp;Doing this at the earliest appropriate stage is<br \/>\nimportant both in terms of facilitating corrections and also as the Planning<br \/>\nDepartment&rsquo;s leverage in enforcement is still strong at this<br \/>\nstage.<\/span><\/li>\n<\/ol>\n<p><span class=\"contentpaneopen\">&nbsp;<br \/>Building to these<br \/>\nstandards will require<\/span><\/p>\n<ul>\n<li><span class=\"contentpaneopen\">training<\/span>\n<\/li>\n<li><span class=\"contentpaneopen\">ensuring the contractual duties and<br \/>\nincentives are there to get the building done to the necessary<br \/>\nquality.<\/span>\n<\/li>\n<li><span class=\"contentpaneopen\">checking of the quality of work at<br \/>\nan early stage so that corrections can be made<br \/>\n<\/span><\/li>\n<\/ul>\n<p><span class=\"contentpaneopen\">&nbsp;<\/span><\/p>\n<p><span class=\"contentpaneopen\">The process of building<br \/>\nto these standards will require training for the workers involved, to understand<br \/>\nthe value of and reason for airtight membrances, prevention of cold bridging<br \/>\netc.<\/span><\/p>\n<p><span class=\"contentpaneopen\">&nbsp;<br \/>It is also likely to<br \/>\nrequire different contractual approaches whereby all subcontractors would also<br \/>\nbe under a legal obligation as regards their impact on the insulation values and<br \/>\nairtightness of the building. &nbsp;&nbsp;If for example someone putting in windows is not<br \/>\nresponsible for an airtight seal between their work and the rest of the wall,<br \/>\nthen the airtightness won&rsquo;t work.&nbsp; All parties (contractor, sub-contractor etc.)<br \/>\nshould be under an incentive to cooperate to achieve the necessary airtightness<br \/>\nand insulation. &nbsp;<\/span><\/p>\n<p><span class=\"contentpaneopen\">&nbsp;<br \/>It was suggested that as<br \/>\nFingal is the largest landowner in many of the LAPs and certainly in the LAP<br \/>\nlands taken as a whole, it is in a good position to work through these details<br \/>\nand get an effective system in operation, with the proper contracts, procedures<br \/>\nand checks in operation.&nbsp; The training would logically be most effectively<br \/>\nprovided on-site and this would tie in as well. &nbsp;Fingal should possibly look at<br \/>\nworking with the instutions responsible for training in order to get their help<br \/>\non this.<\/span><\/p>\n<p><span class=\"contentpaneopen\">&nbsp;<br \/>The speakers at the<br \/>\nFriday morning seminar (Gavin Killip of Environmental Change Institute <a href=\"http:\/\/www.40percent.org.uk\/\" title=\"http:\/\/www.40percent.org.uk\/\">http:\/\/www.40percent.org.uk\/<\/a> and Paul<br \/>\nEvans of Inreb Faraday Partnership <a href=\"http:\/\/www.inreb.org\/\" title=\"http:\/\/www.inreb.org\/\">www.inreb.org<\/a>) consider what Fingal is doing to<br \/>\nbe achievable and valuable, but requiring some signficant changes from current<br \/>\nbuilding practices.&nbsp;
