{"id":1535,"date":"2023-01-30T15:15:51","date_gmt":"2023-01-30T15:15:51","guid":{"rendered":"https:\/\/davidhealy.com\/?p=1535"},"modified":"2024-05-01T09:35:45","modified_gmt":"2024-05-01T09:35:45","slug":"comments-on-kilbarrack-road-oscar-traynor-road-cycle-route-design","status":"publish","type":"post","link":"https:\/\/davidhealy.com\/?p=1535","title":{"rendered":"Comments on Kilbarrack Road \/ Oscar Traynor Road cycle route design"},"content":{"rendered":"\n<p>I have sent the following observations to Dublin City Council in response to their <a rel=\"noreferrer noopener\" href=\"https:\/\/consultation.dublincity.ie\/traffic-and-transport\/kilbarrack-road-interim-scheme\/\" target=\"_blank\">public consultation<\/a>:<\/p>\n\n\n\n<p>Thanks very much for coming to the meeting of the Howth\/Malahide Area Committee to present this cycle route.&nbsp; As Chair of the Committee, I know I speak for the Committee as a whole that we welcome the improvements for active travel that you propose.&nbsp;<br>The following comments (some of which were raised at that Committee but are repeated for completeness) are made with the goal of further improvements:<\/p>\n\n\n\n<p>Orcas at junction narrowing<\/p>\n\n\n\n<p>\u200bThe consultation document says that \u200b\u201cradii of all the junctions are tightened up to a maximum radius of 6.0m with road marking.\u201d\u200b This is very welcome. On the maps,\u200b in&nbsp;some locations. these are also marked by orcas. In others they aren\u2019t. e.g. Alden Road, Verbena Avenue, Kilbarrack Avenue, St. Margaret\u2019s Avenue etc.\u200b They should be marked by orcas\/bollards at all junctions.\u200b<\/p>\n\n\n\n<p>\u200bN\u200barrowing of wide side roads at junctions<\/p>\n\n\n\n<p>As well as the radius of the kerb, the width of the road at the junction should be narrowed where it\u2019s very wide (e.g. St. Margaret\u2019s Avenue.)<\/p>\n\n\n\n<p>Tonlegee Road\/Raheny Road\/ Grange Road junction.&nbsp;\u200b<\/p>\n\n\n\n<p>This is a r\u200beal problem junction\u200b for less confident cyclists\u200b. In the absence of a more fundamental redesign, steps need to be taken to ensure that the use of the junction is\u00a0\u200bappropriate for mixed traffic. Maybe\u00a0\u200ba)\u200b a\u00a030km\/h speed\u00a0\u200bat this junction\u00a0for the interim scheme\u200b and b) signage reminding cyclists to take the lane and reminding other road users to expect cyclists to take the lane.\u200b<\/p>\n\n\n\n<p>Kilbarrack Road\/Howth Road junction\u200b.&nbsp;<\/p>\n\n\n\n<p>This junction needs to be addressed in this scheme. There are\u200b\u00a0no\u00a0\u200btraffic light\u200b\u00a0phase\u200bs\u200b\u00a0to access\u200b and leave the\u200b\u00a0cycle route.\u200b The consultation documentation says\u200b\u00a0\u201cCyclists are encouraged to access the existing two-way cycle lane along Howth Road via the proposed toucan crossing.\u201d\u00a0\u200bWith the narrowness of the footpath, t\u200bhis is geometrically difficult for\u00a0\u200busers of \u200ball bicycles, impossible for\u200b users of\u200b\u00a0some\u200b bicycles (e.g. cargo bikes) at all times and impossible for all bicycles when there are people walking. I understand Fingal has already forwarded correspondence from one cargo bike user describing the diffi\u200bculties she experiences at this junction; if this isn&#8217;t to hand, I would be happy to send it on.<\/p>\n\n\n\n<p>Cycle lane width<\/p>\n\n\n\n<p>The width of the cycle lane,\u00a0stated to be 1.5m, is however showing in the drawings as less than 1.5m because of orcas placed in the cycle lane. They should be outside the cycle lane, between cycle lane and general lane.\u200b<\/p>\n\n\n\n<p>Bus stops<\/p>\n\n\n\n<p>The scheme should provide island bus stops at any opportunity and should consider whether moving bus stops can help with achieving this.<\/p>\n\n\n\n<p>The NTA is also considering how to extend the N6 to the coast as originally planned in the Bus Connects redesign, with a possible terminus at Blackbanks. It would be important to ensure that any new bus stops are well sited.\u200b<\/p>\n\n\n\n<p>Shops on Kilbarrack Road<\/p>\n\n\n\n<p>Although this area is lined for parallel car parking between the cycle lane and the pavement, cars currently usually park diagonally, partly on the cycle lane and reverse out across the cycle lane. The proposal effectively intends to maintain the current road markings, which can be expected to mean that the current dangerous use of the road will continue.
