{"id":227,"date":"2007-02-16T15:28:18","date_gmt":"2007-02-16T15:28:18","guid":{"rendered":""},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-30T00:00:00","slug":"An_Bord_Plean\u00e1la_rejects_construction_waste_recycling_beside_Donaghmede_houses","status":"publish","type":"post","link":"https:\/\/davidhealy.com\/?p=227","title":{"rendered":"An Bord Plean\u00e1la rejects construction waste recycling beside Donaghmede houses"},"content":{"rendered":"<p>Green Party Councillor David Healy has welcomed An Bord Plean&aacute;la&rsquo;s<br \/>\ndecision to refuse permission for a construction waste recycling centre<br \/>\nadjacent to houses in Baldoyle and Donaghmede.&nbsp;&nbsp; <\/p>\n<p>The application for 24 Baldoyle Industrial Estate was to be run in<br \/>\naddition to an existing facility at 21A Baldoyle Industrial Estate.&nbsp;&nbsp;<br \/>\nAn&nbsp; Bord Plean&aacute;la refused the application for three reasons:<\/p>\n<p>1.&nbsp;&nbsp; &nbsp;Having regard to the zoning objective for the area in which the<br \/>\nsite is located, namely, &ldquo;to facilitate opportunities for science and<br \/>\ntechnology based employment&rdquo; which objective is considered reasonable<br \/>\nand having regard also to Local Objective 4 for Baldoyle, namely, &ldquo;to<br \/>\nformulate and implement a strategy for the densification and an<br \/>\nenvironmental improvement scheme for Baldoyle Industrial Estate&rdquo; which<br \/>\nobjective is also considered reasonable, it is considered that the<br \/>\nnature and scale of the proposed development would conflict with those<br \/>\nobjectives and would be contrary to the proper planning and sustainable<br \/>\ndevelopment of the area. <\/p>\n<p>2.&nbsp;&nbsp; &nbsp;Having regard to the nature and scale of the proposed development<br \/>\nand its proximate location to residential and recreational land uses,<br \/>\nit is considered that the proposed development, both in itself and in<br \/>\nconjunction with an associated similar development in the immediate<br \/>\nvicinity would seriously injure the amenities of property in the<br \/>\nvicinity, the amenities of the area and would be prejudicial to public<br \/>\nhealth.&nbsp; The proposed development would, therefore, be contrary to the<br \/>\nproper planning and sustainable development of the area.<\/p>\n<p>3.&nbsp;&nbsp; &nbsp;Having regard to the predicted traffic flows likely to be<br \/>\ngenerated by the proposed development and to the constricted HGV<br \/>\nvehicular parking and circulation areas on site it is considered that<br \/>\nthe proposed development would result in on street parking with the<br \/>\nindustrial estate and would tend to create serious traffic congestion<br \/>\nthere.<\/p>\n<p>\nThe applicants already run an unauthorised waste recycling centre at<br \/>\n21A Baldoyle Industrial Estate.&nbsp; Fingal&nbsp; County Council, in response to<br \/>\na request by a local resident has issued a certificate under section 5<br \/>\nof the Planning Act that it is unauthorised.&nbsp; However, the Council is<br \/>\nunwilling to take enforcement action because the waste company claims<br \/>\nto have been operating for over 5 years.<\/p>\n<p>Commenting on the decision, Cllr.
