{"id":72,"date":"2005-11-10T00:00:00","date_gmt":"2005-11-10T00:00:00","guid":{"rendered":""},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-30T00:00:00","slug":"Progress_on_Energy_Issues_at_Fingal_Development_Board","status":"publish","type":"post","link":"https:\/\/davidhealy.com\/?p=72","title":{"rendered":"Progress on Energy Issues at Fingal Development Board"},"content":{"rendered":"<p>As mentioned in the report below of 11th October I have been working on<br \/>\ngetting energy issues onto the agenda at Fingal Development<br \/>\nBoard.&nbsp; There has been some progress, and a more detailed action<br \/>\nincluding seeking funding for the establishment of a Fingal Energy<br \/>\nAgency was agreed<br \/>\nat the last meeting of the Development Board on 10th November.&nbsp; As<br \/>\nbefore I would welcome comments or advice.<br \/>&nbsp;&nbsp;&nbsp; <br \/> Action:&nbsp; Draw up a programme to ensure that all investment in<br \/>\nfuture development is energy efficient and to facilitate transition to<br \/>\nlocal sustainable energy systems.<\/p>\n<p>Rationale:&nbsp; Climate change and increased oil and gas prices means<br \/>\nwe need to reduce energy demand and move to renewable energy<br \/>\nsources.&nbsp; This can be usefully thought of as making correct<br \/>\ninvestment choices, for example<\/p>\n<p>&bull;&nbsp;&nbsp; &nbsp;Invest in land use and layout, which minimises transport demand.<\/p>\n<p>&bull;&nbsp;&nbsp; &nbsp;Invest in low energy transport not high-energy transport.<\/p>\n<p>&bull;&nbsp;&nbsp; &nbsp;Invest in energy efficient housing, buildings and production systems.<\/p>\n<p>&bull;&nbsp;&nbsp; &nbsp;Invest in renewable energy and infrastructure not fossil fuel infrastructure.<\/p>\n<p>This shift in investment will follow experience in other countries in<br \/>\nparticular Scandinavian countries but also Germany Spain and UK.&nbsp;<br \/>\nGiven the level of infrastructure investment in Ireland there is a<br \/>\ndegree of urgency about influencing our investment choices.<\/p>\n<p>Key Steps:<\/p>\n<p>1. Reconstitute Sustainability Monitoring Committee with new terms of reference. <\/p>\n<p>2.&nbsp;&nbsp; &nbsp;Commission research on transition to sustainable<br \/>\nenergy systems at a local level, to include recommendations, as a joint<br \/>\nproject with the County Research Bureau (Action 13)<\/p>\n<p>3.&nbsp;&nbsp; &nbsp;Relying on research and with input from<br \/>\nstakeholders, draw up Fingal Implementation Programme for Transition to<br \/>\nSustainable Energy Systems including pilot elements<\/p>\n<p>4.&nbsp;&nbsp; &nbsp;FDB and member agencies to adopt programme <\/p>\n<p>5.&nbsp;&nbsp; &nbsp;Implement pilot elements<\/p>\n<p>6.&nbsp;&nbsp; &nbsp;Monitor success of pilots and extend subject to agreement by FDB<\/p>\n<p>Investigate and apply for funding from Intelligent Energy Europe<br \/>\neuropa.eu.int\/comm\/energy\/intelligent\/index_en.html&nbsp; In<br \/>\nparticular, the establishment of a Fingal Energy Agency (funding<br \/>\n&euro;200,000\/year for 3 years at 50% of costs), application deadline 31st<br \/>\nJanuary 2006. <\/p>\n<p>The previous plan had provision for a Renewable energy projects officer<br \/>\n(not implemented).&nbsp; This would be included in a Fingal Energy<br \/>\nAgency.<\/p>\n<p>Comment:<\/p>\n<p>There are advantages for Fingal Development Board in applying for this funding:<\/p>\n<p>1.&nbsp;&nbsp; &nbsp;Multi-agency approach attractive<\/p>\n<p>2.&nbsp;&nbsp; &nbsp;Very high level of construction in Fingal<\/p>\n<p>3.&nbsp;&nbsp; &nbsp;A lot needs to be changed<\/p>\n<p>4.&nbsp;&nbsp; &nbsp;But a start has been made (i.e. bona fides are clear) e.g.<\/p>\n<p>a.&nbsp;&nbsp; &nbsp;Fingal County Hall<\/p>\n<p>b.&nbsp;&nbsp; &nbsp;higher conditions in Local Area Plans than are required by national Building Regulations<\/p>\n<p>\n&nbsp;I would be very interested in any feedback or suggestions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As mentioned in the report below of 11th October I have been working on getting energy issues onto the agenda at Fingal Development Board.&nbsp; There has been some progress, and a more detailed action including seeking funding for the establishment of a Fingal Energy Agency was agreed at the last meeting of the Development Board [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[],"tags":[],"_links":{"self":[{"href":"https:\/\/davidhealy.com\/index.php?rest_route=\/wp\/v2\/posts\/72"}],"collection":[{"href":"https:\/\/davidhealy.com\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/davidhealy.com\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/davidhealy.com\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/davidhealy.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=72"}],"version-history":[{"count":0,"href":"https:\/\/davidhealy.com\/index.php?rest_route=\/wp\/v2\/posts\/72\/revisions"}],"wp:attachment":[{"href":"https:\/\/davidhealy.com\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=72"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/davidhealy.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=72"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/davidhealy.com\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=72"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
