{"id":82,"date":"2005-12-01T19:33:53","date_gmt":"2005-12-01T19:33:53","guid":{"rendered":""},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-30T00:00:00","slug":"New\/altered_roads_and_paths_between_Baldoyle_and_Portmarnock","status":"publish","type":"post","link":"https:\/\/davidhealy.com\/?p=82","title":{"rendered":"New\/altered roads and paths between Baldoyle and Portmarnock"},"content":{"rendered":"<p>Over the last few months, I have submitted motions to the area<br \/>\ncommittee looking for an overview of the new roads in the<br \/>\nBaldoyle\/Portmarnock area.&nbsp; What is clear is that there is no coherent<br \/>\noverall plan, although there are proposals in people&#8217;s heads.&nbsp; (I have<br \/>\nmade notes of a meeting I had with officials from Planning and<br \/>\nTransport &#8211; very much my own point of view rather than minutes of the<br \/>\nmeeting.)&nbsp; There are some serious issues here and my priority is<br \/>\nimproving facilities for pedestrians and cyclists. <strong>Notes in relation to road network in Baldoyle\/Portmarnock Area, <\/strong><br \/>\npartly from meeting of 23rd November 2005&nbsp; (Cllr. David Healy, Bob<br \/>\nBiddlecombe and Pauline Riordan, Planning, John McCarthy, Deirdre<br \/>\nSinclair and Peter Caulfield, Transport)<\/p>\n<p><strong>1)&nbsp;&nbsp; &nbsp;relevant documents<\/strong><br \/>\na)&nbsp;&nbsp; &nbsp;Plans<br \/>\ni)&nbsp;&nbsp; &nbsp;County Development Plan<br \/>\nii)&nbsp;&nbsp; &nbsp;Baldoyle action area plan<br \/>\niii)&nbsp;&nbsp; &nbsp;masterplan<br \/>\niv)&nbsp;&nbsp; &nbsp;draft Local Area Plan for Portmarnock end (being redrafted)<\/p>\n<p><strong>b)&nbsp;&nbsp; &nbsp;Permissions<\/strong><br \/>\ni)&nbsp;&nbsp; &nbsp;phase 1 F02A\/0921<br \/>\nii)&nbsp;&nbsp; &nbsp;phase 2 F03A\/1162<br \/>\niii)&nbsp;&nbsp; &nbsp;grange rd F02A\/1525<br \/>\niv)&nbsp;&nbsp; &nbsp;grange rd 2 F03A\/1529<br \/>\nv)&nbsp;&nbsp; &nbsp;Forth-coming phase 3 application being discussed with planning<br \/>\n<strong><br \/>\nc)&nbsp;&nbsp; &nbsp;Other relevant documents<\/strong><br \/>\ni)&nbsp;&nbsp; &nbsp;Dublin North Fringe Transportation Framework Study&rdquo; October 2000 <br \/>\nii)&nbsp;&nbsp; &nbsp;&ldquo;Extension to Dublin North Fringe Transportation Framework Study&rdquo; October 2003, Atkins <br \/>\niii)&nbsp;&nbsp; &nbsp;Dublin North Fringe Transportation Study, 2005, SIAS Ltd. <\/p>\n<p>I have had difficulty getting copies of these last 3 documents.<\/p>\n<p><strong>2)&nbsp;&nbsp; &nbsp;Issues discussed<\/strong><br \/>\na)&nbsp;&nbsp; &nbsp;Design of roads in development with particular regard to cyclists and pedestrians<br \/>\nb)&nbsp;&nbsp; &nbsp;Junction of Coast road and road through park to Stapolin<br \/>\nc)&nbsp;&nbsp; &nbsp;Coastal footpath\/cycle path<br \/>\nd)&nbsp;&nbsp; &nbsp;Moyne Road<br \/>\ne)&nbsp;&nbsp; &nbsp;pedestrian\/cyclist route along east of railway<br \/>\nf)&nbsp;&nbsp; &nbsp;compliance submissions relating to new station.<\/p>\n<p><strong>3)&nbsp;&nbsp; &nbsp;Two further issues arising subsequent to the meeting<\/strong><br \/>\na)&nbsp;&nbsp; &nbsp;30km\/hr speed limit for entire new area<br \/>\nb)&nbsp;&nbsp; &nbsp;Parking control in new area<\/p>\n<p><strong>Design of roads in development with particular regard to cyclists and pedestrians<\/strong><\/p>\n<p>Concerns in relation to segregated route shown from Grange Rd. into<br \/>\ndevelopment, need for clarity as to priorities and detailed design in<br \/>\npermitted development, consideration of sightlines and desirability of<br \/>\nroutes.<\/p>\n<p>John emphasised that he would rather see no special provision than bad<br \/>\nprovision.&nbsp; Planning is waiting for Transport&rsquo;s input to<br \/>\ncompliance submissions.<\/p>\n<p><strong><br \/>\nJunction of Coast Road and new road through park to Stapolin<br \/>\n<\/strong><br \/>\nThis is already built although no compliance submission was approved,<br \/>\nwhich seems to be a breach of F03A\/1529&nbsp;&nbsp; Question of<br \/>\nusability of design for pedestrians and also intention of design for<br \/>\ncyclists. To be looked at by Transport initially and Planning.<\/p>\n<p>\n<strong>Moyne Road<\/strong><\/p>\n<p>No fixed plans for this but various things under consideration.&nbsp;<br \/>\nPotentially very expensive to alter railway bridge.&nbsp; Attracting<br \/>\ntraffic to use the coastal route is not desired.&nbsp; Transport to<br \/>\ncome back with further info.<\/p>\n<p>My thoughts subsequent to the meeting:&nbsp; The road needs to be made<br \/>\nsafer for pedestrians in particular and also cyclists.&nbsp; One<br \/>\npossible solution for the stretch which will not be seeing any frontage<br \/>\ndevelopment itself, i.e. Coast Road to Hole in the Wall Road might be<br \/>\nan off-road cycletrack beside a footpath, with little or no significant<br \/>\nchange to the existing carriageway.&nbsp; This would also need to be<br \/>\nexamined at the bridge.<\/p>\n<p>\n<strong>&nbsp;Coastal footpath\/cycle path<\/strong><\/p>\n<p>This was discussed with Parks Department at November Malahide\/Howth<br \/>\nArea Cttee. and is to come up again at the December meeting. Issues<br \/>\ndiscussed:<\/p>\n<p>&bull;&nbsp;&nbsp; &nbsp;Biodiversity considerations.<br \/>\n&bull;&nbsp;&nbsp; &nbsp;Movement of carriageway inland to allow coastal walkway\/cycleway<br \/>\n&bull;&nbsp;&nbsp; &nbsp;Costs<br \/>\n&bull;&nbsp;&nbsp; &nbsp;Availability of development levies<\/p>\n<p>Peter to identify constraints and costs re coastal cycle track.<\/p>\n<p><strong><br \/>\nPedestrian\/cyclist route along east of railway<\/strong><\/p>\n<p>Bob identified a route along the railway from Portmarnock station to<br \/>\nthe new station to Grange Road, meeting the existing right of way from<br \/>\nGrange Rd. to Howth Junction as potentially of great use to pedestrians<br \/>\nand cyclists.&nbsp; To be considered for inclusion in Portmarnock LAP,<br \/>\npark plans and future planning applications.&nbsp; (Note &ndash; although I<br \/>\ndidn&rsquo;t mention it at the time, this could involve stairs to give access<br \/>\nto Grange Rd, possibly as well as a ramp going eastwards.&nbsp; Also<br \/>\nwhether there is room under the bridge to continue the route at grade<br \/>\nshould be investigated.)<\/p>\n<p>\n<strong>Compliance submissions relating to new station.<\/strong><\/p>\n<p>It was noted that it is intended to redesign aspects of the new station<br \/>\nby way of compliance submission and emphasised that the interests of<br \/>\npedestrians and cyclists must be looked out for when any such proposals<br \/>\ncome in.<\/p>\n<p>(2 new issues follow.)<\/p>\n<p><strong>30km\/hr speed limit for entire new area<\/strong><\/p>\n<p>This would seem to be appropriate in a high-density residential area<br \/>\ndesigned to be a walkable community.&nbsp; It would also facilitate<br \/>\nmore walkable design standards being applied at this stage.&nbsp; I<br \/>\nwould suggest this should be progressed straight away.<\/p>\n<p>\n<strong>Parking control in new area<\/strong><\/p>\n<p>Given the provision of off-street car parking for all residents and the<br \/>\npresence of a major potential trip attractor, i.e. the new train<br \/>\nstation, it would seem wise to control on-street parking from the<br \/>\nstart.
